How does an LHP/PR model build community capacity for ethnoracial minority and service-providing
communities?
The MSCS project applied two approaches to the assessment of community capacity.
One approach was to document changes in the stages of multiple partnership development among all the MSCS partner
organizations, according to the CCB model. The Community Capacity Building (CCB) approach (Moyer et al, 1999) was developed
to describe four stages through which organizations move in the process of developing effective and sustainable working
relationships, which are formed to address specific health promotion issues.
During the course of the MSCS project, several partners moved two or three, and some even four stages forward in the CCB
model. As illustrated in Figure 36 and Table 61 below, many partners had reached Stage 4, Sustainability, in which there is a
commitment to continue working relationships between organizations, and there is some integration of project activities into
organizational structure, with the intent to maintain this over time. As can be seen, four other organizations became formally
involved over the course of MSCS; three of these moved to Stage 4 in the CCB model.
